70-year-old driver, expired licence, unfit truck: RTO report reveals deadly negligence

Officials found that the driver did not possess a valid driving licence at the time of the accident and that his licence had expired long ago. The truck’s mandatory Fitness Certificate and Pollution Under Control (PUC) Certificate had also lapsed.
