What Akhil Gogoi’s ‘Model Budget’ Promises for Assam
Guwahati : Raijor Dal president and Sibsagar MLA Akhil Gogoi on Wednesday addressed a press conference outlining his vision for Assam’s 2026-27 state budget , presenting an alternative ‘Model Budget’, which he described as a blueprint for the state’s economic transformation if his party comes to power. Addressing the media, Gogoi said the model budget is built around five key pillars- Seuj Swaraj, Gram Swaraj, Nagar Swaraj, Professional Assam and Market Dominance, with the aim of boosting agriculture, strengthening rural and urban economies, creating jobs and expanding Assam’s access to national and international markets. Under ‘ Seuj Swaraj’ , Gogoi proposed ensuring 100 per cent irrigation coverage across the state so farmers can cultivate crops three times a year. He also promised that every village would be provided with agricultural machinery, including tractors, paddy harvesters and maize harvesting machines, free of cost to improve farm productivity. Speaking about ‘ Gram Swaraj’ , the Raijor Dal leader proposed the concept of ‘One Village, One Industry’, under which each village would develop its own industry. He also announced plans to establish a Krishak Mukti Kendra, a village market and a cold storage facility in every village. Gogoi further said banana trees would be planted along embankments and jackfruit trees in hilly areas to help reduce human-elephant conflict while generating additional income for farmers. As part of the ‘ Nagar Swaraj’ initiative, Gogoi said every town in Assam would have a logistics hub, industries and an international-standard IT hub to promote investment and employment. Under the ‘ Professional Assam ‘ programme, he said the focus would be on skill-based education and employment. Instead of creating unemployed graduates, the government would provide professional training and ensure better employment opportunities while introducing reforms in the education sector. Gogoi also outlined a ‘ Market Dominance’ strategy aimed at expanding Assam’s trade network. He said delivery services would be available in every village, while efforts would be made to strengthen market access across Assam and the Northeast. He also expressed his party’s intention to expand exports to Southeast Asia and European markets. Gogoi claimed that the proposals would transform Assam’s economy and said Raijor Dal would implement the entire roadmap within five years if voted to power.
